I called TWC customer service, and the gentleman said that it is them and its from the NYC and LA area. It came up as "Buffalo, NY" on my CID. When I tried to call them back, I got an Aussie man saying "Your call is in queue, and will be answered by the next representative." Then it beeped. And busy.
