I suspect the call is a fraudulent "pump and dump" type of financial fraud.
Have received numerous calls from this number. When I answer, they hang up. So I called back, and just spoke with a very nervous receptionist who said that "Premier" was offering investments in therapies for mentally ill veterans. I told her I was going to report their number to the FTC. She hung up. Another scam, and they should be thrown under the largest bus there is, for invoking veterans and mental illness. Despicable.
