Got call from this number wont answer any return calls left a message but barely understood it something about and insurance policy

Caller Uses a Purchased Cell Name/Phone List -- Spoke Spanish and automatically assumed I am spanish speaking (My last name is spanish) caller speaking only in spanish.  I told him I was reporting him in ENGLISH!!  -- He promptly hung up -- my cell phone is on the DNC list.  I'm reporting it there too!
