Never pay anything to anyone who cold-calls you and demands money.  If someone is claiming a debt against you, always demand a debt validation letter by US mail.  E-mail no good.

These callers are hard core scammer/extortionists located in India or Pakistan.  The accent alone should have alerted you to the scam.

Please note:

1.  Debt is a civil matter.  Being in ordinary civil debt is not a crime and you cannot be arrested for it.

2.  No debt collector, has anything to do with your SS#.

Ignore and block the calls.  Do not return the calls.  If you return the call, he or she may think that you are somehow vulnerable and may hammer you with even more calls.  These scammers tend to pick on women, single mothers, the elderly and members of the immigrant community.  Also anyone they think might have had financial difficulties in the past.

I see you made a complaint to the BBB, a toothless organization with no law enforcement powers that exists solely for businesses and the dollars they can pay to the BBB.

Here is where you need to file reports on this criminal activity:

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.
