phone rang and person did not speak

phone rang and  then they hung up.  Tried to call back but call won't go through.

I've been receiving calls from this number for about two years. (I've been on the no-call list during all this time.)  If I answer they say nothing. If I don't answer phone rings three times then they hang up.  Disgusting!
