Got a call from this number---when I called back was told this number was Not IN SERVICE

Does anyone know who this number is registered to? I keep getting calls and when I call back it says the number isnt in service.

some dude with a very strong middle eastern accent..said calling from Green Light Energy about Electric service...told him I dont pay electric it's included in my rent..hr said thanks and wished me a Merry Christmas...the number is no doubt a spoofed number
