They are stating they are calling from the IRS investigation department. i called them and starting asking them questions they didnt like it so they hung up on me..i kept doing it to annoy them ...next time ask for their home number so you can call and bug them at home....they are hoping to find the elderly individuals and get personal information from them to scam them..
There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
