They call from all these numbers leaving a message about getting back to them about a case number. Not even for the correct person and when asked to stop they don't stop and sometimes call from restricted number. it's very annoying.
I've been getting these calls on my cell phone for over a month. When I call them back as instructed to let them know they don't have the correct person, the person who answers the phone (same guy both times I've tried), simply hangs up on me almost as soon as I start to speak. This is very frustrating! Any idea how to black their number or get them to stop calling?

Bud Says…
The crime continues, under another name. Don’t confuse this name with Capital Recovery Services, Inc. out of Fairfax, VA, they are a part of Capital One Bank. These are the bottom feeders out of CA, the ones who yell and threaten you on old, very old debts, some dating back to the early 1990s that prohibit them from taking legal actions, placing or even looking at your credit reports.
They're a division of Shekinah, Inc., of Huntington Beach, CA, who collects on old, mostly worthless debts they purchase from Unifund and others for pennies. Calls to their collectors will make you wonder if they are on drugs as they can spew out sentences faster than a bullet travels, without ever stopping.
They are also a part of the Law Offices of Luis Esteban Vasquez, the CA attorney related to owners Cecilia and James Trent. I understand that Attorney Vasquez is now capable of understanding what ‘Fair Debt Collection Practices Act’ means and may even have read some law books on it.
If you are contacted by anyone representing Capital Recovery Services, Law Offices of Luis E. Vasquez and/or Shekinah, Inc. you can be almost assured that:
The debt is likely past all legal statutes for collecting. (Especially if it originated with Unifund)
Their collectors are not known to face mandatory drug testing.
The lies, threats and extortion attempts are common place there.
They employ ‘Buffalo Style’ collection tactics on all accounts.
They manufacture their validation records in-house, so nothing should ever be considered valid.
The person who manufactures these documents is Scott Douglas Cass, Director of Correspondence aka/Cass Consulting Group. He handles all correspondence on all levels on all issues from all entities.
Their collectors are all called ‘Independent Contractors,’ some have even invested money in the (worthless) portfolios they are attempting to collect, which may give cause to their irrational and hostile attitudes.
The good news is that Shekinah, Capital Recovery and Luis E. Vasquez; Debt Collector & Lawyer are still paying off on their lawsuits. So get out your tape recorder, ask them the right questions, then go to: www.naca.net

Lastly, I would like to receive confirmation in writing that you have received this letter and will no longer be contacting me about this other person's debt, or I will be forced to seek further legal action.
I look forward to your acknowledgement that you have received this notice by [date that is two weeks from date of letter].
I believe this guy is doing the scam of changing phone providers. He called once, when I picked up, no response. Then another call back and this time he said.." I am calling as a Medical Professional - can you hear me?" Don't say yes- Hang up so he can't get a YES out of you to change you phone carrier. This phone number needs to be shut down- he is calling on a DO NOT CALL REGISTERED PHONE
