about the same as the other messages posted. Got a call on my cell phone couldn't hear anybody so called back on the house phone. I was told it couldn't be completed as dialed.

Got a call from this number today. Tried calling it back to find out who it was. Got the " Your call cannot be completed as dialed... " message.
My vote goes to telemarketers.Added to my blocked call list.
