I usually ignore unidentified numbers, but I answered because I have several relatives changing their family plans to individual plans, and I thought it might be one of them. I heard a foreign sounding voice so I just hung up. I tried to call back at 3:15 pm but it was busy, so I am sure it is not a cell phone since they all seem to have call waiting.
