Who called from 7172338853

Some sort of voter survey?

Caller claimed to be doing a survey for department of transportation at 8:45pm? When I told them I wasn't interested they hung up!

I couldn't get Tom the opine in time, so tried to call back, and message said call couldn't be completed. Obviously some type of solicitor.

OK, I give up, what does: "I couldn't get Tom the opine in time," mean?

"get to the phone in time" no doubt, tapped badly on an autocorrecting smartphone by someone who doesn't believe in reading what they wrote before posting it. I'd actually like to hear Tom opine about this.
