If you call them back, you'll find out it's a ROBOT answering the phone for the "PA Fraternal Order of Police" asking for a donation. It's a voice recognition program designed to make you think you're talking to a person. If you agree to a donation, only then will you be sent to a live human being to collect your cash.
It's sad when our own police farce is annoying us with these phone calls.
My mother keeps getting these calls and lives alone, I called the number and it appears to be someone posing as the Fraternal Order of the Police when you call back.
