This supposedly is some sort of political "survey", completely automated recorded message. I tried calling the number back to tell them to STOP calling... NO answer, of course!

These telescummers call us every day so I had to add the the 718 area code to my growing list of blocked area codes.
Again, the card service telescammers are using a spoofed number, and they care less about the worthless DNC list...
The DNC list is simply useless and you should NEVER answer these calls period!!!
You should also consider buying a phone blocking device which will eliminate most of these junk calls.
