If I understand properly, you can hold the call on the line to trace the original # by area/location of origination. This could be coming from a voice broadcaster of somesort. You can file a complaint against the general company and enough of these will get it stopped. Document the time properly and length of call. Match with your phone records and sue their [***]. You can take it for harassment, running up your minutes and some more. People win these kinda cases. Also, the other option is figure out if the person is clever enough to throw up a site about this stuff and make some money off of adsense and cost per action marketing. So, if it is the later of the two, you will only get through to them by the actions of the first part.
I used phone broadcasting in the past, always using the options for the people to opt out of the list and such also only calling qualified leads. You can sort out the rest.
