ID read New York, NY.  The message began electricity bill and hung up.  It was clear it was a recorded message.  This number has called before.

These callers are criminals. They have no regard for the Do-not-call list, or any other laws. Pushing buttons or talking to someone will only get you more nuisance calls. You're better off to just hang up or not answer, and report the call to the FTC.  Go to www.donotcall.gov  and click on "Submit a Complaint".
