Most cell phones allow you to block numbers. Ask your phone company how. Or download a free call blocking ap.
Or put the pest's phone number in your contacts list and assign it the ring tone "no ring". That will send the calls to voicemail. You may have to clean-out your voice mail and your missed call list a little more often.

This too has been happening to me....if you have an iphone, simply click on info button next to the number and in the options all the way to the bottom it will say to 'block caller'...just did it!
