Who called from 7184560490

I just received a call from this number telling me because I always pay on time I can lower my percentage to 6.9 percent on Visa and MasterCard,  then asked me if I owed over $3000, and then they hung up! Who are these people?

It was a recording that said it was urgent that I talk to them about lowering my credit card interest rate.  

Not a company that I do business with!

received call from number during my evening movie. i picked up the phone but no one on the other line.

Received call. Did not answer it. No msg was left.

Called my cell.  No message.
