I just got a call from that number, second time in a month. I didn't answer. But the last time it was definitely an answer woman speaking, I couldn't understand her so I hung up.
Woman calling...speaking another language. She called me on my cellphone and then on my home phone within minutes. I told her she had the wrong number and she said "Only speak Chinese"
I've had the same experience-- received calls on both my home and cell phone within minutes. The caller left a message with only the sound of other people talking in the background. I called back a few minutes later and got a woman speaking either Chinese or Korean (more noise in the background). I'm guessing the calls are originating from a call center with a database that has people's cell and home phone numbers linked.
