And when I call them back, all it does is ring. Does anyone know who these numbers belong to?

I have gotten 4 ph calls from this number in the past 8 hrs. They never leave a message, a voicemail was left one time but it was only music playing (like I was put on hold or something). Weird.
I got calls from two of these numbers, and I looked up one. It's a landline that belongs to someone named Larry Quinones of Brooklyn, New York. I haven't called them back and they never leave a message. The latest one only rang once. They even sent me a text message from "209" telling me to please call 7189899360
they just called me saying I was looking to go to vet school, my 10year old was online searching colleges, and the number showed college bound on my phone. This is very fishy.
