Who called from 7192039296

Have received repeated daily phone calls from this number with no message. Called the number back and it just rang with no VM.

Tried texting it and it would reply back what message i sent plus a "not understood" (ex. My text "whos's this?" His response " Who's this? not understood.") weird.

Called my cell 4 times in two weeks.  I answered two times--no one there.  Called back from a different phone and "call cannot be completed as dialed."

Keeps calling the landline.  Leaves a message with nothing said.  Annoying.
