I told them to put me on a no call list and they continue to call.

" Sarah " has called 3 times and when I answer she just keeps saying hello than not hearing me say it back then is like k bye

Don't recognize the number, or don't know anyone in that state  hang-up and block the number.
Some try to get you to call back and you get charged "MEGA BUCKS" on your Phone Bill when you do..
Check your phone bill if you called back. ($$$$$)

multiple calls from this number a few times a week - never any message left - been incoming for about a month now (10/2015)
