I understand your frustration. However, your previous statement, "The do not call registry is totally useless" is false.
The DNC regulations are indeed ignored by the scammers ... just as criminals ignore laws. However, the DNC regulations are observed by legitimate telemarketers, so people can choose not to be called by them. If a registered party receives a "telemarketing" call, then one knows it is not from a legitimate telemarketer, right? Employing a call blocker will prevent the spammer from using that phone number to call the person again.
With respect to your statement that Congress must do something... read the following:
The FTC and top communications companies are meeting, to determine what they can do to stop robocalls and other illegal calls. Here is a link to a frequently updated page, showing the history and progress of their initiatives:

The Do Not Call Registry is not a magic switch attached to your phone line, that will block calls. It is NOT a call blocking service.
The DNC list can help stop calls originating from legitimate, registered telemarketers who have paid to subscribe to the list.
Your calls were not from legitimate, registered telemarketersTherefore, the DNC list cannot stop those calls.

The DNC list exempts political callers, survey organizations, charities, and some companies with preexisting business relationships, as well as debt collectors and certain nonprofit organizations, but these organizations usually have their own, internal Do Not Call list (ask them).

Fact: There is no significant drain on your tax dollar because the DNC is funded by the fees they charge registrants.
