I got a call.. I answered ... a woman said hello.. but nothing after that ... not sure what this was...

Ok.. so I was confused, now I am  Grrrrrr... I called back and it is supposedly an insurance deal for small businesses... but they wouldn't answer... you have to leave a message with your phone number for them to call you ... and you also have to provide them with your number to be put on a do not call list...(really shady)  sooooo ... I just blocked them

After answering, there is 6-19 seconds of silence before some overwhelming snippet of sound cut in.  Then, they hung up.

Mark another scammer/boiler room racket!

I didn't even say hello, as soon as I put the phone to my ear a womans voice started laughing hysterically and LOUD then hung up

Woman calling, said the name of her company super fast to the point it was illegible, something American something? She asked something and I couldn't understand her so I asked her to repeat herself (not a foreign accent, African American woman) and she asked "Does your employer provide insurance to the employees or do you provide it yourself?" I told her my employer provides our insurance and she quickly said "Thank you, bye-" and hung up on me. SO STRANGE! But obviously she got the answer she didn't want. Bye Felicia.
