These are political robocalls, the one I received is for the coming Colorado Springs election, as transcribed by my voice mail:
"Doug Bruce is lying about to see this message paid for by Spring citizens building the future if anyone surprised that Bruce is back up to his old shenanigans. Doug Bruce ... are behind global calls to thousands of residence claiming that to see the Road ledger being voted on this November...."
