This is a "money making system" automatic lead generator auto-dialer, through which they gather phone numbers and then attempt to market a system to you. No longer is it just spam emails. Even their sales pitch makes it clear that they don't require anything because their system will automatically rustle up phone leads for you... aka dial random numbers, and then those that register as valid will be sold to prospective subscribers.
