Caller called for first time on my cell. Didn't leave message

I called 724-209-7166 from a different phone and was told that it's IDT Energy.

I have been called three times just today from the number 724-209-7166 and almost a dozen last week. I never give this cell number out so I have no idea how anyone has gotten it. I have never answered and they do not leave a voicemail. I am very frustrated that my phone rings so many times in a day and it just called again a few mins ago. It's after 6!!

They want to speak to whoever can make a decision on the electric bill.  They want to give you a lower rate, but will raise it on you later.

I just received a call from the same number. I couldn't understand her a first, when I said pardon me, she said she wanted to speak to whoever can make a decision on the electric bill and was very nasty about it. Who is this person? I hung up on her!
