He rattled off a web-site. When I asked him to repeat it, he hung up. I've received similar calls from this phone number before. Caller ID reads Ellwood City, Pa. This man had a southern accent.

Whoever it is, they're spoofing their telephone number. This phone number is not in service today when I tried to call it. That indicates to me that whoever it is, they're not legitimate. Pennsylvania has requirements concerning solicitors soliciting on behalf of charitable and non-profit organizations. If anyone gets more information from this caller, you should report them to the Pennsylvania Department of State, Charities Investigations in Harrisburg, PA.
