I have been getting calls from this number from early February until now, sometimes two a day. The call comes in, there's no one on the line, if I wait a recorded voice will say "Goodbye." It makes me think someone is casing my home -- like if I don't answer they will rob me! Area codes mean nothing these days with cell phones -- that caller could be sitting in a car on my street!

This is the symptom of an automatic dialer that is calling multiple numbers at once and there were more answers than live agents to handle them. They do this so as to maximize the use of their agents. By law these dialers are supposed to connect with a live agent in 3 seconds or less and have no more than a 3% dropped call rate. You can report these dropped calls via the FCC online complaint page:

If there are enough dropped call complaints the FCC will warn and/or fine the caller.
