Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

The voice message (http://bit.ly/IRSScamVM001) says...
"We have been trying to reach you. This call is officially a final notice from IRS, the Internal Revenue Service. The reason of this call is to inform you that the IRS is filing lawsuit against you. To get more information about this case file, please call immediately on our department number 206-973-3241. I repeat 206-973-3241. Thank you."
