This call appears in my missed call list every day from when I'm in work.
The exchange and number only (210-3256) come up on the caller ID of "missed calls" on my phone service with no area code indicated. This tells me that it's probably a land line / PABX. If I call that number; I get a recorded message: "The number you have reached is not in service". This recording could be network or could be from the originator trying to sound like the network message (since I detect a slight British twang to the female voice). It should go, "I'm sorry, the number you have reached is not in service. Please check the number and dial again. Thank you." There ARE outbound only numbers but I thought those were only in the toll free or bulk toll catagory with an 800 or 888 etc. area code at the head end.
Calls a couple times a day, Never left a message. I am suspicious that this is some sort of annoying telephone solicitor. However I can't find any information online about this number other than sites that want you to pay them for the reverse phone look up. And I am not bothered enough to shell out any money over it.

Calls numerous times at all times of day and night and does not leave message. Inadvertently picked up phone today and they said they were ACS. Told them I was on Do Not Call list and her reply was ok and kept talking. I finally said do you even know what that means and she hung up.
