It's a robo call that sounds like a person. If you respond to it's "hello" it launches into it's speech. "This is ____with ____" The same robo system is used for a variety of "charity" collections. This one says it’s Eric Thornton calling on behalf of the Florida Troopers Association. These so-called charity collectors are telemarketers who keep most of the money that is donated. Read here:
