No message. I've saved this number to my caller ID under "scam" so if they call again I'll know to ignore it, or answer the call and repeatedly press the # key to signal the robo dialer that it's a nonworking number.
The DNC list is not a big protective net to block all calls. It is a system to let legitimate telemarketers know not to call you and give you the means to file a complaint if those legitimate telemarketers (or a scammer foolish enough not to take measures to hide where they are calling from) violate the rules. There is nothing the government can do to stop calls that originate from outside the country or that use technology to hide the origin of the call.
