No, your just uneducated on how the system works. Why don't you go to the websites and read up how it works when phone numbers are reported. Also, they will explain how numbers are spoofed...another words, they use another number that is not in operation to disguise the number they are really calling from. You could be reporting a number that is not being used or actually belongs to another organization who is unaware their number is being used for spoofing. Unfortunately that makes it more difficult to track the caller.
