The REAL question is "why don't YOU do something about it?"
Y'see. a free or inexpensive call blocker is effective in stopping calls from these scammers.

Caller said I was a diabetes medication user. I told them no one here has diabetes and to take my name and number off their call list. They hung up. Sounded like an Indian woman. I called it back and surprise! Mailbox was full.
This call came over my phone as: +7 (3264) 76-23-5 What the ****? I have a major carrier and that is how the number appeared. Fools. Wish there were laws and convictions against these companies that make these unwanted calls and disregard the do not call list. They are slugs and misfits and the slime of pond water scum!!!! And even that doesn't sum it up!
