Called my cell phone (which is on the Do Not Call list). Caller had a heavy accent and the call was garbled. I filed a FTC complaint at https://complaints.donotcall.gov/complaint/complaintcheck.aspx
Read reviews of this. Somehow, somewhere, someway, they got my cell phone number. Unfortunately the only people I recently gave my cell number was a hospital where I had outpatient surgery. I have the ability to block them and I did.
