Called left no message, could not call number back - message came on saying the area and phone number were incorrect even though I called the same number that showed up on caller ID.

I found this number on my fiances phone. I was suspiscious so i called it and it rang several times but no one answered. Then i got a message saying the number was unavailable. Is that what happens when someone blocks a number?
I got a call from this number and then again 4 days later. Did not recognize the number and they did not leave a message. I could not recall them back because it did not go through.
