Received and answered the call at 8:04 am. No one was on the line. Complete silence.

Keeps calling cell number, at all times of day

Calls here and there. Finally decided to answer and after saying hello a few times, he finally said something. "I got your money doe".

Who is this number? They call everyday, never leave a message. When I answer, complete silence. I tried blocking but they call from a similar number
