You block them individually, after call comes in. You do it in your cell phone, as if you're going to add them to your contacts, but scroll all the way down til you see "block this caller"
This is another of a seemingly endless list of fake phone numbers used by the same group of professional phone scammers. I am really glad I bought that high capacity call blocker because these and the other clowns in their disgusting business will never get through.
