This call was placed to my unlisted DNC cell phone, a number which Very few of my friends even have, since I don't answer it unless I'm expecting a call from a specific person. And That person won't get through unless I'm expecting to hear from them at that time. The few friends who Do have the number learn very quickly Not to use it.
To have a cold call come in to this number suggests a robo-dialer who is likely to Not have the best intentions.
The call also seems to come from around Victorville, CA. I don't recall that I know anyone from there.
