When I answered my personal cell phone, the man calling stated that he was with "Customer Service" and asked if I could hear him. When I asked who he was with, he said "good" and launched into a spiel that I had won a free trip. Of note, my cell phone has been on the do not call list for a number of years.
The call is a recording and con artists aren't going to pay any attention to any laws or lists. They will, however, take interest in calling numbers that are known for always having any kind of answer. That interest starts to diminish when the numbers they call only ring clear through. I'm not certain on a cell, but I do know on a landline if you hang up on certain callers and pick the phone back up maybe 10 seconds later, they'll still be carrying on.
I just got a call from this number. I didn't answer and they left no message. There is a new scam going around where if they ask "can you hear me?" Or anything along those lines to make you say "yes" they record your voice and use it to access things for their benefit in your name. Be careful.
