This is an example of neighbor spoofing where they hijack someone's phone number and use it to call all over the United States. This used to be my phone number and I had to change it because I got many phone calls within a short time asking why I was calling them. These scum bags should be punished why someone spoofing their number and they have to answer all the irate calls.
