Calls daily with some sort of automated message. Unable to make message out since it calls my data line and sound from modem is not legible.

Called for my son who does not even live here. This number is not even used as a phone it is only for internet and bugler alarm even set the voicemail message in Spanish hoping no one would leave message yet my Comcast voice shows messages

Some debt collection agency asking me to make a payment over the phone for a payday loan my ex wife took out five years ago.

Check out your states Statutes of Limitations regarding debts. I don't know which state you're in, but the odds are that the debt is time-barred. Meaning that they can bluster & BS but if they try to sue you, the case will be dismissed & that they'll be paying for their own costs and possibly court ordered penalties. Not to mention the fact that they won't be seeing a nickel of what they claim was owed.
