I did a little research and it turns out this is Nspire Outreach which is a scam charity organization. Do not answer nor give anything to these people!
Whether they are a "scam" depends on how much of your donation actually goes to the cause they are collecting for and how much is spent on fundraising overhead. Everyone has their own threshold. Mine is 75% or more must go to the cause or it is not worth my donating to them. I also consider anything less than 50% a scam.
