>> Why in the hell doesn't our wonderful congress do something about all of these kinds of calls. <<
No, the REAL question is "why haven't you obtained a call blocker, to help yourself?"
Please keep up with the news, rather than make specious statements.
The FTC and top communications companies met several times, to determine what they can do to stop robocalls and other illegal calls. Here is a link to a page showing the history and conclusions of various initiatives, as well as links to recent Congressional bills and Industry Implementations.

(I strongly suggest you access the above page, and read the history and progress of
H.R.2669 - Anti-Spoofing Act of 2015
and
S.2558 - Spoofing Prevention Act of 2016
to learn how [slowly] bills progress through our Congressional system, even when there is bilateral agreement that something should be done.)

I have had 4 of these types of calls just this morning. This one I answered - it was about my student loans!! I am 71, retired - NEVER had student loans - so what the hell! Am on the do not call list - but that doesn't help. First one this morning woke me at 7:45 AM!!! How does one put a stop to these calls???
They are constantly calling and very rude..tried to get a supervisor to get my number on the do not call and they purposely had me on hold for a long period of time..you can hear laughter in background when they'd pick up..who can I report these idiots to?
I keep getting texts and phone calls from these people. I do not have student loans and never needed one. And they call every day multiple times and has now started texting me. See text below.
