This number belongs to RDI, a telemarketing company based in Chicago. I believe this particular number is the one they use when calling prospective clients for their service, as opposed to the calls they make on behalf of their clients. (I've had contact with their sales people in the past.) They do tend to leave blank voice mails some of the time.

Male caller asking for the owner, when denied the phone went dead.  RDI calls from other numbers as well.
