This is a recorded political call slamming republican Mike McCullough.  Started to leave their dissertation on my answering machine, but I disconnected the call before they finished the first sentence.  Whoever made the recording is a dhems, dhese and dhose caller with a monotone voice.  Guess they never were educated in proper pronounciation.
