I called the number back and it says the call can not be completed as dialed or the number has been disconnected, really??? I called 2 minutes after that number called me!

how are we getting these calls even if we've registered on the do-not-call list .. and how does someone have a phone number they can dial out on but when called it states it's been disconnected.??
