I was eligable for lower intrest rates, for the last time. ress 1 to talk to a represantive. Iasked what banks they serve, capital one, chase, few others, she asked if my current balance was x amount which it is not. Then I told her I dont use those banks she hung up.

Clearly a scam they would not serve multiple banks. Something does not add up here. Dont do it.

This number called me, twice, before 7:30 a.m. 8 a.m. is the earliest telemarketers are allowed to call.

They called a cell phone. Telemarketers are not allowed to call cell phones -- not at all -- without permission. I give my cell number only to people I know personally. Even most of them get a different number. This call could not possibly have been legitimate.

If they call cell phones, they don't care about the rules. That's why some people have reported getting calls, even though they're on the Do Not Call list.

Looking here, I found a familiar story. "Lower your interest rates" scheme. If you have debt above a certain amount, they will negotiate with your credit card companies for a lower rate -- for a fee, presumably based on how much you owe. If you don't owe enough, they don't make enough, so they don't want to talk to you.

Their use of robocaller is probably a violation, as well. When you pick up, there is supposed to be a response from a live agent within a few seconds. Some of their equipment can place a lot of calls, all at the same time, and drop the rest, as soon as one answers. They are limited to a certain number (percentage) of dropped calls. If you get two or three of them, it's a fair guess that they exceed the limit.

PROBABLY, if you press 1, they will actually take your name off of the list. It probably wouldn't hurt. They call cells and they call before 8 and they violate a couple of other laws by which telemarketers must abide. So, they may be using generic call center equipment and didn't disable the "press 1" option, even though pressing does no good. By offering the option, they give the appearance of complying with that part of the law. By actually removing you from their calling list, they are lowering the risk of getting into trouble.

They don't need you to press and give "confirmation." To begin with, there are too many numbers for them to bother to care if they're calling valid ones, or not. Then, if your number didn't work -- it WOULDN'T RING. That's all they need, to verify your number works.

I think "Heather" has worked for a number of companies, or this company changes numbers. When it gets too many complaints at one, they just change.

So, if you need someone to help lower your interest rates, talk to Heather -- or talk to your creditor, yourself. They will be about as likely to lower it for you as for some third party. There may be sites online with helpful hints about doing it.
