This number called my husband's cell phone.  Because he didn't recognize the number, he didn't answer.  Upon research, it's a VoIP phone number, so it could be a spoofed number of some scam artist illegally calling cell phones.  Whoever it was, they did not leave a message.  I did find one other person reporting the number as someone who called them allegedly looking for someone else.
