When googled the number is listed for Jacob Bennett Kagan of Substance Rehab Center. I have had no dealings with this center.
I call back after hours (using *67 to block my number). I hear, "<tone> We're sorry the number you are trying to reach is no longer in service. We're sorry your call can not be completed at this time. Please, hang up and try your call again later. Thank you."
So they leave no message and can't be called back. Likely a spoofed call. Smells like a SCAM.

I get calls from this number often, and like you, have no dealings with a rehab center-can they be "blacklisted" not to call? I'm already on the no call list!
I googled CNCS - likely this stands for "The Corporation for National and Community Service" According to wikipedia it is a U.S. federal government agency that engages more than five million Americans in service through ... Senior Corps, and other national service initiatives.
Yes, I'm sure it is not actually CNCS calling. They likely spoofed this so, if in a hurry, you'd pick up "government" and "senior" and be more likely to cough up information.
got a call from 781-657-0081 just before 2 pm (edt) on 3/22/17. caller id on phone read "Verizon". computer voice began speaking and said call was from "American Institute of Aging" (as close as I can remember). I immediately hung up, but went back on the line about five times over a eriod I estimate at some 2 minutes. I did not get the gist of whatever the phoney voice was trying to sell. I called Verizon business office twice and both times was given a hard time. The 2nd person, a man, took the information, including my fist name and telephone number. He wanted me to stay on the phone for reasons he did not explain. I refused and hung up. About 2:16 p.m. the same date, I got a call from 855-396-8939, which on the caller id said it was a Verizon Survey. At 2:21 p.m. I got a call from ""unknown name" 617-826-6970. I did not answer the third call and the second one I did answer 'moshi-moshi', a polite way to answer the phone i Japan. Noone was there, apparently.
